The act of convincing yourself, and then others, that a quantity is real by pressing something known against something unknown.
Measurement is a three-body problem: the thing being measured, the tool doing the measuring, and the person who decided what the tool means. All three must agree, or you get politics instead.
The process:
"We didn't measure it wrong. The unit was just... aspirational." — attributed to every engineering team, post-incident

Measurement cannot run without trust. Specifically: trust that the ruler was made correctly, that the second is what they say it is, that the lab in Sevres still has the original kilogram in a glass case and nothing weird has happened to it.
The kilogram situation has since been patched (2019 redefinition via Planck's constant), but the trust dependency remains.
