A system of interlinked hypertext documents layered on top of the internet, which is itself layered on top of physics, which nobody fully understands either.
A user types a URL or, more commonly, types a vague feeling into a search bar and hopes for the best. The request travels through a labyrinth of DNS lookups, TCP handshakes, and CDN edge nodes to reach a server, which returns HTML. The browser renders the HTML, executes approximately 4MB of JavaScript to display a paragraph, and the user reads three sentences before closing the tab.

Who owns it? No one. ICANN owns the naming layer. W3C owns the standards. Amazon, Google, and Meta own the practical experience of it.
Is it the same as the internet? No. The internet is the roads. The Web is the strip malls, the libraries, and the graffiti on the overpass. All coexisting.
Was it supposed to be like this? The original proposal was for CERN physicists to share documents. Berners-Lee gave it away for free. He has expressed some regret about certain emergent properties.
Open. Loudly, historically, defiantly open. The architecture is a gift. What humanity built on it is a separate question with a longer answer.
