Every time you do something, think something, or feel something, neurons fire in sequence. The ones that fire together wire together. Do it enough times and the connection thickens, insulates, and becomes infrastructure. Do it never and the pathway prunes itself with no warning and no notification.
The mechanism runs in two modes:
The process is most aggressive between ages 0 and 25, then throttles down but never fully stops. This is frequently misquoted as "adults can't change." They can. It just costs more compute.

Does neuroplasticity mean anyone can learn anything? It means the hardware supports it. Whether the software (motivation, environment, sleep debt) cooperates is a separate question.
Can I rewire my brain with positive thinking? Thought does change structure. But "positive thinking" alone is low signal. Behavior, emotion, and repetition are higher bandwidth inputs.
Is there a limit? Yes. It is called death. Until then, the process is technically running.
