What it actually is

Organized money wearing a suit, requesting a meeting.

How it works

A person or group with a financial stake in some policy outcome hires a specialist (the lobbyist) to spend time near legislators until those legislators begin to agree with them. The mechanism runs on a small number of well-understood primitives:

Access. Physical proximity to decision-makers. Secured via donations, prior employment, golf, or some combination.
Information asymmetry. Legislators cannot know everything. Lobbyists offer expertise, which is real, and conveniently curated.
Reciprocity. A norm so old it predates the United States Senate. Favors accrue interest.
The revolving door. Former regulators become industry consultants. Former industry consultants become regulators. The door does not stop spinning.

Small actors (citizens, nonprofits, anyone without a retainer) cannot afford to run the same instance
The information provided is accurate but selectively complete, which is worse than a lie in some edge cases
regulatory capture emerges at scale as an undocumented feature that becomes load-bearing
Disclosure requirements produce the appearance of transparency without the substance
No error is thrown when the legislator and the lobbyist attended the same university

Edge cases

When a lobbyist represents a cause with genuine public benefit, the system still functions identically. Outcomes vary. This is unsettling.
Small island nations lobbying larger ones. The same code, running on a much smaller budget, with higher stakes.
astroturfing: a fork of lobbying that pretends to be a grassroots movement. Shares most of the codebase.

FAQ

Is lobbying corruption? Technically no. Functionally, the distinction is a configuration parameter.

Why is it legal? free speech and petition rights create protected surface area. The founders did not anticipate the scale at which this feature would be used.

Can I do it? Yes. Bring a checkbook and lower your expectations proportionally to your budget.
